The Zero draft addresses important issues, but in parts it is unstructured and unbalanced, especially in listing key issues in an exclusive way, which can easily be misinterpreted and misused. It does not really carry the Rio-process into the 21st century. We therefore suggest several amendments:

- To further develop the original 3-pillar structure of the Rio-process and make Culture an independent fourth pillar. We believe that culture does play an essential role for sustainable development and biodiversity, especially in regard to the cultural heritage, cultural diversity, landscape and landscape development linked to spatial planning and territorial development.
- In the document we already find a strong reference to linguistic diversity as linked to bio diversity, we strongly suggest making this more inclusive and widening it up to the whole field of culture, considering that the human being itself is part of biodiversity.
- Where states are asked to provide essential goods and services, we find a list of common goods, like water or food. This list is exclusive. We strongly recommend replacing the list by a concise and strong statement: states (public bodies) have to ensure that all citizens have access to all essential services and goods to ensure that all human beings can live in dignity. This statement can then be concretised by a list of examples which must not be exclusive
- In the chapter on the institutional framework we find a list of key issues which is unstructured and unbalanced. What is more, the key issues mentioned are not interlinked, although the integration of the pillars is a key issue of this document. e.g. we find statements on food supply and on energy with no reference from one to the other. In the actual process of increasing green energy these two fields are interlinked in a very strong way, a challenge which has to be tackled. So we strongly recommend following the strategy outlined in recommendation 3: demand for the essential goods and services and then follow this up with a list of examples, which should be restructured and must not be exclusive.
